Founded in 1960, Vigilant (formerly TOC Management Services) started in Oregon by providing human resources and labor and employment support to a number of companies in the wood products industry. Today, Vigilant works with members in 5 states, (California, Idaho, Montana, Oregon and Washington from a wide variety of industries including food processing, manufacturing and retail, the medical field, wood products, professional services and construction. Over the years services have expanded as well, from an initial focus on labor issues to include all aspects of HR, safety, labor and employment law.

Clark Malak offers a unique blend of business, legal and academic expertise. In addition to his experience in HR, counseling Vigilant members on all aspects of human resources, and his certification as a Senior Professional in Human Resources, Mr. Malak has a J.D. from U.C. Berkeley (Boalt Hall) and a Master's degree from Princeton University. He is admitted to both the California and to the Colorado Bar. Additionally, with experience as a labor and employment attorney and with teaching experience at the college and law school levels, Mr. Malak offers our member companies comprehensive assessments and solutions which reflect best business practices while continuously assessing legal risks and exposures and educating management on the scope of those risks.
