Organizations Covered by HIPAA

An employer may be a covered entity if its health plan is self-insured or if it administers health benefits internally. Also, employers that run on-site health clinics for their employees are referred to as “hybrid entities.” The HIPAA privacy rule covers the part of their operations involved in health care.
