Federal Health Care Reform Overview

The ACA was designed to make major expansions to health care coverage for U.S. citizens and legal residents. The ACA mandates that most citizens and legal residents obtain health care coverage.​

In addition, the ACA mandates that employers of 50 or more full-time employees (including full-time equivalent (FTE) employees) offer health care coverage to full-time employees or pay a penalty.​
