​(June 22, 2011) CalChamber Policy Advocate Jennifer Barrera testifies against SB 459 (Corbett; D-San Leandro) which would create additional uncertainty for employers who use independent contractors by imposing new penalties for the unknowing misclassification of someone as an independent contractor even though state agencies provide no clear or consistent definition of an independent contractor.
