Spending in California classrooms declined as a percentage of total education spending over a recent five-year period, even as total school funding increased, according to a Pepperdine University study released Wednesday. More of the funding increase went to administrators, clerks and technical staff and less to teachers, textbooks, materials and teacher aides, the study found. It was partially funded by a California Chamber of Commerce foundation.
Haste makes waste, and in the case of Proposition 25 on the November ballot, it could make for higher taxes and fees as well. According to a legal analysis by the law firm of Nielsen Merksamer, LLP, passage of Prop. 25 also would permit legislators to enact taxes as part of a budget bill with a mere majority vote. That would circumvent the Constitution's current requirement that new taxes or tax increases be approved by two-thirds in both houses.
Politics now, and opponents of Proposition blasted the measure today. They claim the initiative to lower the legislature's two thirds majority vote to pass a budget is deceptive and could allow tax increases to be approved by a simple majority. You'll be voting on Proposition 25 this fall. The measure ignores the referendum process guaranteed in the state constitution.
