(April 27, 2004) California Chamber-sponsored legislation to require state agencies to consider the impacts of proposed rules on small business will have one last chance to pass a Senate committee today.
SB 1505 (McClintock; R- Thousand Oaks) will be re-heard by the Senate Governmental Organization Committee this morning. It fell one vote short of passing the committee on April 20.
Contact committee members to support the bill
The Chamber supports this bill because it provides a positive process to ensure state regulatory agencies know the true impact a proposed rule may have on small business before the rule goes into effect.
”California small businesses contend with the most stringent, complex and costly tangle of laws in the nation,” said Julianne Broyles, Chamber director of employee relations and small business. “The Chamber believes that the provisions in this bill are vitally important to California small business owners, because the burden of ‘one-size-fits-all’ regulations almost always falls most heavily on small business.”
A recent report prepared for the U.S. Small Business Administration showed that federal regulatory compliance costs are routinely 60 percent higher for small businesses. The disproportionate cost impact of regulations on small business is far higher at the state level.
SB 1505 failed to pass the Senate Governmental Organization Committee on a 6-4 vote, only one vote shy of passing.
Voting Aye on SB 1505: Johnson (R-Irvine); Battin (R-Palm Desert); Brulte (R-Ranch Cucamonga); Karnette (D-Long Beach); and Margett (R-Arcadia).
Noes: Cedillo (D- Los Angeles); Dunn (D- Garden Grove); Murray (D- Los Angeles); Soto (D-Ontario).
Absent/abstaining/not voting: Vincent (D-Inglewood); Chesbro (D-Arcata); Machado (D-Linden); and Morrow (R- Oceanside).
