Through the California Chamber’s issue-based coalitions, members have a vehicle for direct action. Each coalition is an opportunity for industry peers and concerned individuals to gain strength in numbers.

Economic Development

California Businesses for Enterprise Zones
Promotes strengthening and improving California's Enterprise Zone Program as a tool for local economic development and opposes attempts to reduce or restrict the program in a manner that harms businesses or impedes local economic development efforts.

Energy

Californians for Clean and Reliable Energy (Cal-CARE) 
A statewide coalition of residential consumers, small business owners and government leaders dedicated to ensuring that California has a reliable supply of electricity. This coalition supports the Sunrise Powerlink, a new electricity transmission line proposed to strengthen the state's power grid and energy security by bringing renewable energy from the desert in southeast California to the Southern California power grid near San Diego. Employment

California Employers Coalition
Comprised of employers and employer association representatives, CEC reviews and comments directly on issues that affect the employer/employee relationship. This coalition is the consensus voice of California employers to the state Legislature and state agency boards regarding the impact of proposed laws and regulations on businesses.

California Employer Coalition on Heat Stress — Represents the views of California employers to the Division of Occupational Safety and Health and to the Cal/OSHA Standards Board in the form of written comments and testimony regarding potential impacts proposed regulations on heat stress might have on California businesses and their workers.

California Employers Coalition on Meal and Rest Period — Represents the views of California employers to the Division of Labor Standards Enforcement and the Legislature regarding potential impacts proposed regulations and legislation on meal and rest periods might have on California businesses and their workers.

Coalition for California Jobs

Workers' Compensation Action Network (WCAN)
Works to ensure that workers’ compensation reforms are implemented as the reformers intended. WCAN plays a “watchdog” role to ensure that its members and the media are informed about the implementation process so the legislative gains are protected, costs are reduced and the system is more efficient for employers and injured workers.

California Coalition on Workers' Compensation (CCWC)
Works to repair California's high-cost and litigious workers' compensation system. CCWC is a statewide coalition of public and private employers, both large and small, representing more than 250 employers and numerous trade associations.

Environment

AB 32 Implementation Group — A coalition of businesses working together to ensure that the implementation of AB 32, California's landmark law aimed at reducing greenhouse gas emissions, is done in a way that accomplishes the environmental goals of the act while preserving the economy.

Californians for a Sound Fuel Strategy
Promotes diesel power to be competitive, works to preserve California Air Resources Board’s commitment to “fuel neutrality” and protect California’s common-sense approach to reducing fleet emissions - without needlessly harming economic growth.

Driving Toward a Cleaner California
A statewide coalition aimed at working with the California Air Resources Board to ensure that when an emissions regulation is adopted, it truly reflects the right balance between protecting the environment and ensuring that California’s business climate and economy remain strong.

The Thursday Group
Seeks to promote an agenda that strikes a reasonable balance between economic growth and environmental protection. The goal of the Thursday Group is to encourage California decision-makers to work with the group to strike a reasonable compromise between the impact of legislation on California’s economy and environmental protection.

Californians for Affordable Health Reform (CAHR)
Promotes health care reform that reduces costs, increases access, improves care and avoids employer mandates.

Information

Alliance for Fair Information Practices — Promotes the balance between protecting personal privacy and the economic and social benefits derived from information practices involving the collection and use of personally identifiable, demographic, credit, financing, transaction and medical information.

International

The American Business Coalition for Doha (ABCDoha)
An umbrella group of companies, associations and other organizations dedicated to achieving ambitious results from the current round of multilateral trade negotiations in the World Trade Organization, known as the Doha Development Agenda or Doha Round. For further information visit

Latin America Trade Coalition
A broad-based group of U.S. companies and business organizations working to secure Congressional approval of the Trade Promotion Agreements with Colombia, Panama, and Peru.  The coalition meets regularly to advocate the highest commercial standards in the agreement and to discuss strategy for eventually securing Congressional ratification of the Latin Trade Promotion Agreements. U.S.-Korea FTA Business Coalition
Broad-based group of over 100 leading U.S. companies and trade associations that strongly support the conclusion and passage of a free trade agreement between the United States and the Republic of Korea.  The Coalition will work to ensure the negotiation of a comprehensive and commercially viable FTA with Korea that advances the interests of the U.S. business community and promotes further bilateral trade and investment. U.S.-Malaysia Free Trade Agreement (FTA) Business Coalition

USA * Engage

A broad-based coalition launched in 1997 representing American business and agriculture. This coalition is an effort to encourage policymakers at the federal, state and local levels to seek more effective ways of reacting to objectionable actions and policies of foreign governments other than by imposing unilateral economic sanctions. Waterfront Coalition
Is a group of concerned business interests representing shippers, transportation providers, and others in the transportation supply chain committed to educate policy makers and the public about the economic importance of ports, and to promote the most efficient and technologically advanced ports for the 21st century. Legal Reform

Advancing Disability Access Coalition (ADA Coalition)
Promotes statewide efforts to facilitate better compliance with disability access laws, to encourage resolution of access issues without litigation, and to reduce the use of litigation as a means of seeking monetary profit rather than improved access.

Intellectual Property Rights Working Group
Consists of CalChamber members who are interested in being involved with CalChamber policy development and advocacy efforts in the area of intellectual property rights (IPR) and want to keep apprised of pending state legislation or policy issues having an impact on IPR.

Taxation

Business and Taxpayers for Fair Fees
Works to reverse the damage caused by the Sinclair Paint Supreme Court decision. The Sinclair Paint decision wipes out taxpayer protections and exposes taxpayers to a new array of tax-like fees by authorizing state and local governments to levy tax-like fees on business and individuals in California without a popular vote for local taxes and without a two-thirds legislative vote for state taxes.
